Catalino Quality Construction supports federal and state government construction needs in Georgia. We are a Georgia-licensed Residential Basic Contractor with verifiable insurance, SAM.gov registration, and a record of dependable, code-compliant work for residential and small-commercial scopes. We are based in Cobb County and primarily serve the greater Atlanta region.
Capability Statement
Our delivered scope on government projects mirrors our private-sector work: carpentry, finish trim and millwork, drywall and paint, flooring, doors and hardware, deck and railing work, small-scope concrete, and full general-contracting management of residential and light-commercial renovation and repair projects. We are not currently pursuing large vertical-construction or heavy-civil contracts — we are best matched to projects in the small-business set-aside size range that align with our core competencies.

How We Engage on Public Solicitations
We respond to formal solicitations (RFQs, RFPs, IFBs) issued through SAM.gov, the Georgia Procurement Registry, and direct invitations to bid from federal, state, and agency contracting offices. After scope review we typically conduct a site walk, develop a detailed line-item estimate, confirm subcontractor pricing and material lead times, and submit a signed, sealed bid by the deadline. We do not engage in bid-rigging, bid-shopping, or any practice that violates federal acquisition regulations.
Compliance and Documentation
We support standard compliance requirements including Davis-Bacon prevailing wage and certified payroll on covered federal projects, EEO and small-business reporting, OSHA-compliant job site safety practices, and itemized billing per agency requirements. We can provide W-9s, current COIs, capability statements, and past-performance references on request.
Licensed, Insured, and Registered
Robert Catalino has nearly 15 years of construction experience and the company has built a reputation in metro Atlanta for honest communication and reliable delivery. We treat federal and state contracts with the same diligence as private work — and recognize the additional documentation and compliance burdens that come with government scope.

Frequently Asked Questions
What credentials and registrations do you maintain?
Catalino Quality Construction is a Georgia Residential Basic Contractor, License #RBCO008244 (company) and #RBQA008233 (individual). We are registered in SAM.gov for federal contracting opportunities and carry general liability and workers' compensation insurance with a current Certificate of Insurance available on request. Bonding is available on a per-project basis through our surety relationships.
What is your typical lead time for a quote?
For straightforward scopes (clearly defined drawings and specifications), we typically return a quote within 7 to 10 business days. Larger or more complex solicitations may require 2 to 3 weeks, particularly when subcontractor pricing and material lead-time confirmation are needed. We will acknowledge receipt of any RFQ within 2 business days.
Can you provide bonding?
Yes. Performance and payment bonds are available on a per-project basis through our surety relationships. Bond capacity, single-project and aggregate, can be confirmed on request before bid submission. Smaller projects under typical bonding thresholds may proceed without bonds at the contracting officer's discretion.
Do you comply with Davis-Bacon and prevailing wage requirements?
Yes. On federally funded projects subject to Davis-Bacon, and on state or municipal projects subject to prevailing wage determinations, we pay our employees and our subcontractors' employees the applicable prevailing wage rates and submit required certified payroll reports. We track these requirements as a standard part of project compliance.
